Making Energy Programs Easier to Use and Easier to Scale

Utilities play a central role in delivering energy efficiency and decarbonization at scale—while also managing grid constraints, peak demand, and long-term infrastructure costs. Increasingly, this work depends on Demand Response (DR), Distributed Energy Resources (DERs), and Non-Pipe and Non-Wire Alternatives (NPA/NWA) that reduce strain on the grid while improving customer outcomes.

Program success still depends on whether customers can move from interest to action.

At CET, our focus is practical implementation. For 50 years, we have worked with utilities to reduce friction in energy programs and help customers complete projects. Our role is to make climate action, and grid-supportive behavior, easier to carry out, so programs succeed from enrollment through completion.

We Work Across Sectors

CET partners with utilities across the full lifecycle of energy programs. We support program design, customer engagement, delivery, and continuous improvement.

Across sectors, our approach emphasizes ease. We reduce administrative burden, simplify decision-making, and manage the details that often slow participation.

This approach underpins CET’s work supporting major utility and state-administered programs, including Mass Save, Energize CT, NextZero, the Weatherization Assistance Program, the Energy Saver Home Loan Program, and more.

Residential Energy

CET supports households pursuing weatherization, smart thermostats, heat pumps, solar, and electrification. Staff guide customers through each step of the process and coordinate with program partners and contractors.

Commercial Energy

For commercial buildings and institutions, CET delivers site-specific assessments and implementation support that align energy improvements with operational needs and capital planning.

Multi-Family Energy

Multifamily projects require coordination among owners, tenants, utilities, and contractors. CET has experience working within regulated housing environments and supporting whole-building approaches.

Comprehensive Decarbonization

CET supports utilities seeking deeper emissions reductions by integrating efficiency, electrification, renewable energy, demand response, and distributed energy resources into coherent customer pathways. This work increasingly supports Grid-Interactive Efficient Buildings (GEBs) that respond to grid conditions while improving comfort and affordability.

Energy upgrades increasingly ask customers to do more than save energy, they are also asked to shift load, adopt new technologies, and interact with the grid in new ways. Even with strong incentives, many projects stall when effort accumulates.

Summary of CET’s Energy Programs

Energy Saver Home Loan Program

The Energy Saver Home Loan Program helps Massachusetts homeowners finance energy efficiency, electrification, and related home improvements at favorable terms. ESHLP is a product of the Massachusetts Community Climate Bank. CET supports customers and partners in navigating eligibility, measures, and project coordination.

Weatherization Assistance Program →

The federal Weatherization Assistance Program provides low-income residents access to no-cost energy efficiency improvements. CET administers WAP in Connecticut, supporting income-eligible households with comprehensive weatherization services.

Inclusive Utility Investments

Inclusive Utility Investment programs enable utilities to invest directly in energy efficiency, electrification, and weatherization upgrades for homes and multifamily buildings, with costs recovered through a tariff tied to the meter rather than the individual. CET supports utilities with program feasibility, design, and implementation, and works with customers to conduct assessments, contractor engagement, and project implementation

DOER Solar for Non-Profits Program→

The Massachusetts DOER Solar for Non-Profits Program supports nonprofit organizations in installing on-site solar through financial incentives and technical assistance. CET supports participating nonprofits by helping them understand program requirements, assess project readiness, and move projects from interest to installation.

Farm Energy Program

The Massachusetts Farm Energy Program helps Massachusetts farms reduce energy use and explore renewable energy solutions through technical assistance and incentives. Delivered by CET in partnership with the Massachusetts Department of Agricultural Resources, the program provides farm-specific guidance to move projects from ideas to implementation.
